Can not create device issue

  Base information:
  
  OS: Windows 2008 Server
  MS Expression Encoder 3
  Capture Card: Osprey 440 (4 ports to capture) / with SimulStream Turned On
  
  
  Issue:
  
  I have been using Windows Media Encoder, with no issues.  Now that I installed MSEE, I get this error that device is being used.
  
  The EE is installed on a machine where it is on ts own.  No other encoders are installed.
  
  Is there any issue known issues with using Osprey or Windoes 2008 with expression.
  
  I spoke to Osprey they said seems like an application issue so of course the ping pong has started.  So I am here for any help anyone can offer.
