QuestionExpression Encoder Trial misbehaving

    I downloaded the Free Trial of EE 3.  While the install runs the install window flashes or blinks rapidly.  After successful installation I open EE3 and go the Help window to find the upgrade button.  I left click on Help and start to move down the list but the list disappears.  Every time I click on a menu the drop down list won't stay put.  If I move very slowly down the list it will stay sometimes.  This issue is exclusive to EE 3.  No other programs do this.
    XP Pro SP3  .NET SP 3.5   I would like to upgrade to the full version of EE 3 but there is no upgrade choice on the Help Menu.

    I've never really seen that behaviour except when my mouse was misbehaving. Do you happen to have Blend installed, does that work OK? Just wondering if it's something to do with WPF based apps.
